CABICHEM Initial Facts Finding Mission for Kyrgyzstan

Between 9th and 10th July 2018, implementers from EU CBRN Centres of Excellence Project 65 “Strengthening chemical and biological waste management in Central Asia countries for improved security and safety risk mitigation - CABICHEM” (www.cabichem.eu) visited Bishkek, Kyrgyzstan to carry out the first fact finding mission in the country.

The event enabled the CABICHEM Consortium members to meet Mr. Baigabyl Tolongutov, Director of the Center for State Regulation in the Sphere of Environmental Protection and Ecological Safety under Government of Kyrgyz Republic and the CBRN CoE National Focal Point (NFP) for Kyrgyzstan, members of Kyrgyzstan CBRN National Team and national experts in the domain of chemical and biological waste management.

In the first two days, experts of the CABICHEM project and Kyrgyzstan’s CBRN National Team met to present the project and to discuss about the state of the art of hazardous chemical and biological waste management in Kyrgyzstan emphasizing both problems and best practices. Participants from Kyrgyzstan belonged to the Ministry of Justice, to the State Inspectorate for Veterinary and Phytosanitary Security, to the Ministry of Agriculture, Food Industry and Land Reclamation, to the State Agency for Environmental Protection and Forestry under the Government of the Kyrgyz Republic, and to Ministry of Health, to the National Emergency Management Ministry.

Furthermore, the mission included a technical visit on the 10th July to the former Cooperative farm’s warehouse within city limits of Bishkek (Uchhun) housing obsolete pesticides and to the medical and biological waste management facility of the Element company and to the Naran Enger waste disposal site.

The mission in Kyrgyzstan was realized in close collaboration with the EU CBRN CoE Acting NFP, Dr. Baigabyl Tolongutov, and was very successful since it brought together European experts belonging to the CABICHEM Project and Kyrgyzstan CBRN Authorities, Kyrgyzstan stakeholders and experts. Moreover, the visit to facilities and institutions fostered a better knowledge for the CABICHEN experts of the country’s needs aiming at the correct implementation of the project and the achievement of its targets.
